Inexpensive TGP/MGP software?

The software should be either in PHP or Perl, cost around $60, generate RSS feeds, allow partners to create accounts and plug their galleries, have a gallery approval system, have an easy template system, and allow for SEO friendly URls.

Babe Logger V4 actually looks pretty good. Does anyone have experience with this script?

I just bought babe logger. The PHP code is horrible but easy enough to customize.
