Can anyone tell me what software is running these tgp's that have the voting option in them?

You're right. That voting thing is a neat option. I have to wonder if it's necessarily a thumbnail software thing. Could be the site designers have really cool scripts.

Yeah, I can't tell if it's an all in one packaged script or if it's an additional script just for the voting part.
